Jgai Purcell, of Shelton, is charged with sexual assault and was being held on a $50,000 bond, police said Wednesday, Sept. 25.
A 47-year-old woman told officers she was walking her dog on Canal Street in Shelton on Aug. 8, when a man approached her because he "wanted to get to know her," police said.
She declined and tried to leave, but he restrained her and grabbed her breasts, Shelton police said. She fought back and broke free, but he groped her buttocks as she ran away.
The woman snapped a photo during the assault and took it to the police, who shared it with the public. Detectives used that picture to connect Purcell to the assault, Shelton police said.
Purcell is charged with fourth-degree sexual assault and unlawful restrain in the second degree, authorities said.
